When I try to set rewardassignment it gets back to me with the error messege

fund you account from e.g. faucet and make a outgoing transaction first, should solve it.

Did the faucet 'say' it send you burst? or was there a red error?
Ensure you blockchain is completely downloded if you use local wallet.

It just says try again in 500 minuts but I never used it, I can even proof I never received anything and blockchain is fully downloaded

maybe you are sharing ip with someone?! i needed to protect it at least a bit against abuse, sry if you are the one that has to 'pay' for this.

It said that it send the coins, but at that momend I realised that I would be better of downloading blockchain thru downloads rather then letting it install on its own. So then I replaced blockchain with the "new one" and after that it had fully updated but I didnt got any coins. I even tried a proxy server but it doesn't work. However bitcoin faucets do work for me from my home ip.
