I believe it goes into the tx fees to be distributed to the miners. IIRC.

I would think it's a transaction fee, so yes Mr Asset Issuer, please make some more and continue giving fees to miners, we thank you !

@RichBC I agree, 30,000K burst per new asset. It would also discourage scammers.
