@Tate-A Without being mean, why should we come to your Pool? Paying us 2 Coins is no incentive. There are plenty of established Pools to choose from, you need to let us know what differentiates yours from the rest?

@RichBC This pool offers bonuses, and we will have a asset.
Starting on 12-01-2016 12:00 PM ET US, There will be a monthly bonus to 2 random addresses on the pool. 2 Users will be selected, the bonuses are based on 10% of my mining earnings that month. The 10% bonus is divided between the two users, so they will both receive 5% of the coins I mine that month. The miners will have to be mining at the time the bonuses sent to be eligible. The first bonus will be sent on 01-01-2017 12:00 PM ET US.

@Tate-A To be honest getting a new pool going at this point in time is very difficult, also I hasten to add something I have never tried. My random, and probably not very helpful thoughts are.
You can't run a Pool without Miners.
You need to be hitting a Block as a minimum every couple of hours.
You need to be transparent about how the Pool calculates and pays it's rewards.
Yes you need resilience at your end, UPS etc, backup Servers, multiple connections to the Internet etc, however as / more important you need support to be arranged 24/7 to guard against Forks and other network problems , to really get close to 100% up-time.
You need to have a responsive Pool with very few / no "Not Confirmed" to the Miners. Particularly important when the pool get's bigger.
You might consider as a differentiation something Haitch proposed which is a split 100% to historic share 0% to Current Share as a big intensive to small miners. However it might turn off larger miners who you will need?
Like I said it's not easy :-) but you will need to differentiate in some way and offer incentives to get things going.

Hi, The pool does not seem to be making payouts. It looks like we have mined 3 blocks! The pool's wallet has a balance of: 7895 Burst. I am trying to get this issue fixed ASP! Sorry for the delay.
