At what point is a GPU maxed out speed wise mining?

Just curious when a GPU is maxed out with read speeds?
My current mining rig which is also my daily driver if u will....
Asrock z68 gen3 extreme 3 motherboard
I5 2500k stock speeds
16gigs DDR ram
10x5tb USB3 drives
1x2tb sata int
2x3tb sata int
4x8tb USB3 drives soon to be 7I also have a couple USB3 add in cards to divide the speeds instead of all the drives using minimal usb ports, one of those cards is the kind that has 4 port 4 usb3 controller chips for fast speeds even when all ports being used. Pretty much anything after 12 drives I have seen no speed increase in read times so I'm sure something is holding me back.

I have a 5x470 ether rig that I kinda want to leave be, I have 2 r9 270's, r7 370, sapphire HD 7950 and the current GTX 960.
If I were to just transfer all drives and gpu to the new build will I see a increase in speeds? Are any of my current cards better than the other or is there still plenty of room to grow with scan speeds.
