How many pools are available for EU citizens?

Hi,
I was wondering how many pools are officially available for EU citizens? I am asking this because me myself I have a paid VPS server located in Amsterdam and I was thinking if as now there are not a lot of EU pools (eventually this community will grow and will need some) then I would like to set up a mining pool based for EU miners so that everyone can benefit from it as soon as the other pools will be saturated and some would have to move to other pools.
Since I am a beginner in Burst mining for now I would like to make an assessment of the current amount of pools and then look around if I should try my own pool or not.

How about ping lags? Good connection and latency are not critical in mining? Is it not better to choose a pool located in ur own continent instead of choosing a pool from different continents?

@pr0cesor I know there is no difference in theory but I may not be able to explain why haha. I'm sure someone who is more tech-oriented than me will answer your questions.

@pr0cesor Guess it is not that much important, but sure there may be cases ... but on comitting deadlines it is more about seconds than ms. e.g. miner software normally check every 1-2 seconds for a new block ...
