Burst Fees

Are Burst fees currently hard coded at 1 Burst per transaction?
If, for the sake of discussion, 1 Burst suddenly became worth $10, would clients need to be updated or is there some sort of method for them to determine an optimum fee amount based on the state of the network?

I'm sure @crowetic , @haitch , and all seniors here will explain it.
I'm gonna be happy too if the tx fee will be adjusted based on current value (+- 70 till 80 satoshi). So if one day in future 1 Burst become 700 satoshi, the tx fee would be 0.1 Burst, and so on. (Not sure if this is a good idea or not).

@bitko Yeah I think it will be adjusted by the developers, Im not sure though! And we shouldn't measure burst in bitcoin, because btc itself isnt a stable currency. Better in Dollar :)
