- Why does the system display the balance of a recipient when sending out burst. How proper this has really been

No, there is no way to change the passphrase, you can only create a new account and transfer your money.
The recipient balance is accurate. Why should it not be shown, you could always look it up anyway.
'Other' way of protecting you passphrase (account) is not to use it online, but only on local wallet.

Thanks for the explanation, but my local wallet is giving me error when i click on local wallet. What could be the problem please.

@spider after you run the wallet, give around 10 minutes before use "Local Wallet" section.

I woke up. --> Switch on PC --> Click and open wallet --> Wait 10 minutes --> Click on "Local Wallet" section.

Seams you have currently no local wallet running.
I try to explain ... the Windows Client is a software, that tries to combine all available burst-software within a kind of suite.
Maybe it had a problem on starting the wallet software. Did you get exceptions? Do you have java installed?Please watch this video:

You need to have Java installed, probably the 64bit version in your case, to run the local wallet.
